Mayor Lucas announced the Virginia Municipal League is sponsoring an essay contest for 7 th Grade students.
The essay topic is "If I were Mayor", and he will provide this information to teachers at the Page County Middle School. CALL TO ORDER: The Shenandoah Town Council held its regular meeting on Tuesday, September 9, 2014, at 7:00 p.m., with Mayor Clinton O. Lucas, Jr., presiding. The meeting began with the Pledge of Allegiance. ATTENDANCE: Council Members present were: Mayor Clinton O. Lucas, Jr.; Vice Mayor William Kite; Councilmen Russell Comer, Jr.; Charles Jenkins; and Richard Pierce. Mayor Lucas suggested the legislators consider an alternate transportation provider for people needing mental healthcare. Mayor Lucas read the Proclamation as follows: NOW, THEREFORE, I, Clinton O. Lucas, Jr., the Mayor of the Town of Shenandoah, Commonwealth of Virginia, do hereby proclaim September 17 through 23, 2014 as: TREASURER'S REPORT: Mayor Lucas read the Treasurer's report, submitted by Treasurer Cindy Breeden, for September 5, 2014. Item # 1 - Mayor Lucas and Council Members received two (2) price quotes for signs to be installed on the cannon and the elementary school. Item # 2 - Mayor Lucas and Council Members received the August 2014 Town Vehicle Gasoline Log for review. Item # 3 - Mayor Lucas and Council reviewed information regarding vacancies on Council Committees. Mayor Lucas inquired about the water leak on Ninth Street and Town Manager Dovel reported this leak was repaired recently. CALL TO ORDER: The Shenandoah Town Council held its regular meeting on Tuesday, July 8, 2014, at 7:00 p.m., with Mayor Clinton O. Lucas, Jr., presiding.
The meeting began with the Pledge of Allegiance. ATTENDANCE: Council Members present were: Mayor Clinton O. Lucas, Jr.; Vice Mayor William Kite; Councilmen Russell Comer, Jr.; David Hinkle; Charles Jenkins; and Richard Pierce. # 1 - Mayor Lucas noted the Town awarded the June 2014 Community Enhancement Award to Constance Switzer of 602 Pennsylvania Avenue for recent improvements made to her property. Mayor Lucas and Council Members thanked Mr. Robbins for the information and for attending the meeting tonight. Mayor Lucas and Council Members reviewed these purchases and noted the Police Department had funds to use prior to the end of the fiscal year. TREASURER'S REPORT: Mayor Lucas read the Treasurer's report, submitted by Treasurer Cindy Breeden, for July 8, 2014. Item # 1 - Mayor Lucas and Council Members received the June 2014 Town Vehicle Gasoline Log for review. Item # 2 - Mayor Lucas and Council Members reviewed a price quote from Fidelity Power Systems for a preventative maintenance agreement for the backup generators. Following a brief discussion, it was determined the Town would obtain at least one more quote before making a decision on the best choice, before signing a maintenance agreement contract for these Kohler emergency generators. Item # 3 - Mayor Lucas and Council Members received a memorandum from Chief Davis requesting Corporal Wheeler be promoted to Sergeant and given a $1,000 a year salary increase. Item # 4 - Mayor Lucas and Council Members reviewed cost estimates for a proposed Golf Cart Ordinance. Item # 6 - Mayor Lucas and Council Members received a Special Event application from James Madison University's Recreation Department for a River Festival at the Shenandoah River Park. Councilman Comer stated the James Madison Crew Club has been a great asset to the Town of Shenandoah and he felt allowing the recreation department to have this festival at the River Park would also be a good thing for the Town to do. Mayor Lucas and Council Members complimented the Public Works Department on the good job they did with removing some old broken sidewalk and trimming some brush back in the area along Fourth Street. Mayor Lucas and Council Members are invited to attend, as well as local business owners. Mayor Lucas reminded anyone desiring to have their name placed on the ballot for the November Special Election should file the necessary paperwork with the General Registrar on or before August 15, 2014. Following questions by Mayor Lucas and Council Members, Mrs. Pendley explained The Group plan to operate Shenandoah's market very similar to Luray's, where they would set up a board of directors, set up a bank account, and use the proceeds to increase the size of the market, buy materials, advertising, and/or for other Town projects. Mayor Lucas stated he was not opposed to a Farmers' Market in Town, but expressed concerns for local businesses who are already struggling. He inquired if The Group had polled other local business owners to determine how a Farmers' Market may affect them? TREASURER'S REPORT: Mayor Lucas read the Treasurer's report, submitted by Treasurer Cindy Breeden, for June 24, 2014. Item # 1 - Mayor Lucas read a memorandum from Council requesting the Town Hall employees be allowed to close the offices to the public on July 9-11, 2014, to allow time to close out the books for the previous fiscal year and set up the books for the new fiscal year. Item # 2 - Mayor Lucas noted there is one vacancy on the Town Planning Commission due to the resignation of Gary Patterson. Item # 3 - Mayor Lucas and Council Members received a thank you card and photo from Page County High School Lady Panthers Softball Team for the Town's donation to assist with their travel expenses. Mayor Lucas reported the Town will review a property where the neighbor complains the fence row is overgrown, which causes snakes and ticks in the area. Mayor Lucas and Council Members then sent congratulations and appreciation to Mark Armentrout on his 40 th Anniversary with the Town. Clinton O. Item # 3 - Mayor Lucas and Council Members received a thank you letter from Choices for the Town's donation to that organization. It was noted more information regarding Choices may be obtained at www.choicesofpagecounty.org Item # 4 - Mayor Lucas read a thank you letter from Shenandoah Area Agency on Aging (SAAA) for the Town's donation to them. Mayor Lucas stated he will participate in the parade and other Council Members may ride in the parade, as well. Mayor Lucas reported there would be no action stemming from the closed session. He noted the Council will discuss this matter again at their July 8 th meeting to determine if other people submit their resume for the vacant Council position. He noted the Council recently learned they do not have to appoint someone to the position and may just decide to wait until the November 4th elections to fill the seat. Mayor Lucas announced Circuit Court Clerk Ron Wilson will travel to Shenandoah on Friday, June 20 th for a swearing in ceremony of those recently elected in Town. Clinton O.
