He noted the local library is a very important asset to our Town.

Mayor Lucas explained the Town simply cannot afford to support a SRL on its own and know there is a tremendous amount of time and effort into having these recreational programs in Town. He noted the Town is extremely thankful for the SRL and everything they do in Town. He suggested the SRL have their attorney review the document and then determine if there is anything in it that raises concern. He noted the Council is willing to negotiate any changes requested by the SRL attorney and explained no one on Council would ever try to take anything away from the SRL.
Councilman Comer noted the Town Attorney may have been a little overprotective, but that is what he is paid to do. He agreed if the SRL attorney has objections to any items in the document, the Council will discuss it at that time.

Council requested Grants Administrator Jewell to send in the paperwork for several areas in Town where VDOT could place on their six-year plan for repairs and upgrades.
Item # 2 - Mayor Lucas read a thank you card from Christ United Methodist Church for the Town's assistance with their annual live/silent auction, which was held on October 5th. The church plans to donate half of the proceeds to Tragedy Assistance Program for Survivors of service men or women who were killed while on military duty.
Item # 3 - Mayor Lucas and Council Members reviewed information from the Chamber regarding sponsorship opportunities for their 87th Annual Banquet, which is scheduled for November 7th. Council took no action on this request for sponsorship, but Councilman Hinkle stated he does plan to attend this banquet.

CALL TO ORDER: Mayor Lucas opened the public hearing at 7:00 p.m. He stated a quorum of the Planning Commission and Town Council is present. He noted the purpose of the joint public hearing is to adopt an Official Zoning Map for the Town. He explained this new map will merge the two existing maps, from 1996 and 2007, into one.

Planning Commission Vice Chairman Patterson noted he understands parks and recreation are permitted uses in several zoning districts and some of the parks are currently grandfathered in other zoning districts. However, he noted he would like to eventually see the Town adopt a special conservation district for just parks to help promote the idea of maintaining green space in the community. He also noted the new map only incorporates the two (2) existing maps into one and does not make any zoning designation changes. He explained no zoning designation changes are being made at this time.
