However, Clarence Dungey, media officer with CUPE 503, the largest municipal union local in eastern Ontario, said the government would be unlikely to embrace such a proposal.
He said the Liberals keenly remember how the popularity of Bob Rae and his one-term NDP government plummeted in the earlier 1990s after he froze wages and forced civil servants to take unpaid leave. "We're not worried about it because it's not going to happen," said Mr. Dungey.

Clarence Dungey, media officer for CUPE 503, which represents city employees, was concerned when council proposed giving the iconic swans away rather than budgeting $500,000 to upgrade their shelter.The swans currently live in a run-down building that some are rather cheekily calling "Swantanamo Bay."Together with Ottawa Citizen columnist Randall Denley, Dungey hatched a plan to save the birds, forming the citizens group Save Our Swans (SOS).Dungey believes that the strongest contender is a National Capital Commission-owned barn near Woodroffe Avenue, a former goose research station."That particular building would meet our needs for the next 50 years," he says.
