"We are pleased to finally see USDA publish the payment program," Cindy Siddoway, president of the American Sheep Industry Association, said in a statement.The Sheep Industry Association began petitioning the USDA for aid in 1999 in response to the poor market conditions.

The USDA's draft for the program is subject to a 30-day comment period before regulators finalize the plan.The comment period gives farmers and others a final opportunity to amend the plan.

According to Cindy Siddoway, an Idaho sheep rancher and president of the American Sheep Industry Association, "If the justices rule in our favor, that means we still have the preferential rights we've had for 65 years, it means the improvements we've made on these range areas are our property, not the BLM's, it means the continuance of the practice that grazing permits go to livestock enterprises, and it means increased financial stability to the industry."

It is expected the Supreme Court could hear the case as early as February 2000.


Siddoway Receives USDA Appointment, Moore Takes ASI Presidency -- ASI -- U.S. Secretary of Agriculture Ann M. Veneman has appointed Idaho sheep producer and former ASI President Cindy Siddoway as chair of the Idaho State Committee of the USDA Farm Service Agency.

The appointment required Siddoway to relinquish her ASI presidency, which has been filled by Wyoming sheep producer and ASI Vice President Frank Moore.
Siddoway will serve as ASI's immediate past president.
Prior to her ASI presidency, Siddoway served as the association's vice president, secretary-treasurer, as a Region VI representative on the executive board and as chair of the Legislative Action Council.
Game Commission to Meet in Cloudcroft August 23 -- The New Mexico Game Commission is scheduled to meet at Thursday, August 23 at The Lodge in Cloudcroft.
The Game Commission makes decisions that have significant impacts on livsestock producers across the state.Producers in the Cloudcroft/Sacramento Mountain area have been particularly impacted recently by elk depredation, which is sure to come up at the meeting.
At last month's meeting in Raton, the Commission discussed options for the Landowner Signup System (LOSS), and they were looking to make a decision at the upcoming meeting.
