Christopher Cotter is the City Administrator for the City of Summit, New Jersey, a position he has held since 2005. In addition, he serves as the City's Emergency Management Coordinator. Previously he served as a career member of the Summit Fire Department for 28 years. He retired in 2003 as Fire Director and Chief of Department, a position he held for 10 years. His academic background includes undergraduate degrees in Fire Science and Public Administration, and a graduate degree in Administrative Science. He is a graduate of the Executive Fire Officer Program at the National Fire Academy and has attained Chief Fire Officer (CFO) Designation from the Commission on Professional Credentialing. He is a member of the Advisory Board for Overlook Medical Center and has served as an adjunct faculty member at Fairleigh Dickinson University. He is a fire service subject matter expert for the New Jersey Civil Service Commission and is a member of the International City/County Management Association (ICMA) and the International Association of Fire Chiefs (IAFC). He and his wife Karen are the parents of three adult children.

SNOW REMOVAL: Mayor Glatt introduced Chris Cotter, the City's new Director of Community Services.Mr. Cotter reviewed the various components that go into the process of removing snow.There are a number of snow crews who are called in by the police when weather dictates and certain processes take place.Much depends upon the time the weather changes, the amount of snow, and sometimes sheer luck.He explained that only salt is used in downtown, so that stores do not get tracked full of other materials that are used on major roads.He requested help from the Downtown community in working on some of the issues, such as throwing snow back into the street while clearing sidewalks.There was also discussion about new equipment to assist in the downtown and other areas of the town.Mr. Cotter also described the activities of the Community Services Department and urged members of SDI to discuss any issues that they have with him at City Hall.Mr. Weinberg thanked Mr. Cotter for being at the meeting and asked if a smaller group could meet with him on the snow issues to improve the cooperation level.

The City Administrator is appointed by the Mayor and Common Council to implement the policies established by them. The administrator is also responsible for the overall management of the City's workforce and the development and oversight of the operating and capital budgets, personnel administration, public information and the development and management of special projects.
Christopher Cotter has served as City Administrator since April of 2005. Prior to that time he served as a member of the Summit Fire Department for 28 years including 10 as Chief.
