Potashnik and his wife earlier pleaded guilty to making payoffs to Dallas Mayor Pro Tem Don Hill, Dallas Plan Commissioner D'Angelo Lee, Hodge and others in exchange for the officials' support in gaining lucrative tax credits for several of his low-income apartment complexes in southern Dallas.
In a deal with prosecutors, Potashnik agreed to cooperate with authorities in the investigation.
In the end, more than a dozen individuals were convicted of bribery and associated crimes. Hill's promising political career - at one point he was considered a favorite to be Dallas mayor - came to an ignominious end. He is currently serving an 18-year federal prison sentence.
Lee, whom Hill dispatched to shake down Potashnik and others, is serving a 14-year term.
The Potashnik sentences signal the near end of a scandal that broke over the city in summer 2005, when FBI agents swept through City Hall, armed with search warrants. Hill and Lee were the immediate focus of their investigation.
The FBI was tipped about the bribery scam by William Fisher, a developer-rival of Potashnik who offered to help authorities after seeing several of his housing projects rejected at City Hall in favor of Potashnik's.
