Cheryl L. Dunlop has been the Director of Administrative Services for the City of Rockwall, since 1999.
In this capacity, she directs the Cityâ€™s organizational development, risk management programs, utility franchise compliance, employment law compliance and human resources management.
Dunlop has been a member of TATOA since 2006, and has been the Northern Regional Representative Board member since 2010.
She began her career working on Capitol Hill for a Texas Congressman as a legislative assistant.
After approximately three (3) years in Washington, Cheryl
career with Texas-based, national health care organizations for a cumulative sixteen years.
In addition to her
responsibilities for organizational development, risk management, human resources, and physician recruitment and credentialing, she
was responsible for the development and communication of the organizationsâ€™ business ethics programs.
Since 2001, Dunlop has been associated with The Center for American & International Law through the Ethics Advisory Board and as a member of the Centerâ€™s Administrative Advisory Board.
is a state certified mediator and has volunteered over 200 hours in mediation for the Dallas County Judicial Court System and Dallas Mediation Services.

Dunlop received her Bachelor of Arts degree in Business Administration from West Texas State University, and her Masters in Public Administration from University of Texas in Arlington.
She holds professional certifications with: Society for Human Resource Management â€" Senior Professional in Human Resources (SPHR), University of Texas/Arlington â€" Certified Public Manager (CPM), International Public/Personnel Management Association â€" Certified Professional (IPMA-CP), Texas State Certified Mediator, and Advanced Employment Law (IAML).
