Cheryl Aaron of the Greater Greenspring Association called the decision Tuesday "a huge win for the community.
She said the current zoning review process, which happens every four years in the county, lets residents weigh in on land-use issues. By funding a referendum, the developers had been "hijacking the process," she said. Taking zoning issues to the ballot could have set a significant precedent that could bring economic development in her community "to a screeching halt," Aaron said.
