Charles Patterson, Executive Director.Mr. Patterson has directed a variety of development projects and provided technical assistance to organizations throughout Africa and Latin America.Mr. Patterson helped develop SID's demonstration areas in Bolivia, as well as the technical assistance program to NGOs.He also designed and helped implement Bolivia's decentralization program, by which the Government of Bolivia divided the country into 311 municipalities, began sharing 20% of national tax revenue with the municipalities, and mandated citizen participation in all municipal decisions.Mr. Patterson is the only paid staff member on the board in accordance with SID's Bylaws.

Charles Patterson has been SID's Executive Director since 1994. From 1973 to 1988, Mr. Patterson was executive director of Planning Assistance, an organization that sought to improve the planning and management of international development programs. Mr. Patterson was responsible for designing and implementing the collaborative planning and management of regional development projects as well as sectoral programs carried out by a number of organizations. He was also responsible for the design and implementation of several programs to increase the contribution of non-governmental organizations (NGOs) to the development of their countries. From 1988 to 1993, Mr. Patterson was Planning Assistance's country director for Bolivia, where he directed a program of technical assistance to NGOs as well as a program to increase citizen participation in the decision-making of their local governments.
Mr. Patterson began his career as a Peace Corps volunteer in Tanzania. He was also the operations and training officer for Botswana, Lesotho and Swaziland for the Peace Corps. Thereafter, he established a national training department and program for the Planned Parenthood Federation of America. He also helped establish the Federation's international division and program (Family Planning International Assistance).
Mr. Patterson holds a Certificate in Economic Planning and Development, a master's degree in economics, and a bachelor's degree in history, all from New York University.
