While at QUALCOMM
was actively involved in the global positioning and penetration of CDMA IS95 wireless technology, now a dominant global wireless standard.In his
telecommunications career he
has developed and implemented wireless infrastructure business plans for emerging markets and has supported the technology platforms for start-up wireless operators as well as incumbent carriers in several countries.
A visionary, Charles
became interested in the emerging markets when he
recognized the very low ratio of telecommunications access and the high pent-up demand for telecommunications in several emerging market countries.Charles saw that the absence of world-class telecommunications operators from the United States in several emerging markets, and the need for efficient telecommunications management represents an opportunity.From year 2000 to 2001 Charles
served two terms as an Advisory Committee member for Sub Saharan Africa
to the US Export Import Bank
(EXIMBANK).He also served as Chairperson for the telecommunications sub-committee to the Corporate Council on Africa(CCA), the largest US-Africa business association in the United States.Charles started his telecommunications career in 1983 with ITT (formerly known as International Telephone and Telegraph).While at ITT his most notable position was National Account Manager to the United Nations and International Governments.
advised the United Nations Secretariat and several international governments on optimal telecommunications network solutions and managed implementation of the solutions.Following ITT's exit from the telecommunications sector, Charles joined Motorola's Cellular Infrastructure Division as Business Manager for Africa and Middle East where he managed the region's P/L.He
was recruited from Motorola
in 1994 as part of the early stage international executive team of the company.Charles holds a Bachelors Degree from Xavier University of New Orleans and a Masters Degree from Syracuse University of New York.
