"Essential services were supposed to be exempt from the shutdown, but the problem is the interpretation of 'essential.'" He noted that there is a push to get the FAA to recognize aircraft registrations as an essential service, especially since shuttering this function could in fact violate several ICAO treaties, an assertion also echoed to AIN by the National Aircraft Resale Association. But for the time being, without aircraft registration and title search services available, "There can be no aircraft purchases, sales, recording of liens and export/import of any aircraft in the U.S.," Oliver said.

"Bucky" Oliver acquired FBO Raleigh-Durham Aviation in 1962, which began operating as Jetcraft Corporation in 1987.
In his current role as founder and treasurer, Bucky maintains key business relationships with banks, vendors, OEMs, and service centers worldwide, and is an expert at assessing aircraft condition, values and markets. Under his leadership, Jetcraft has grown into a prominent worldwide business aviation enterprise, offering sales, brokerage, trades, acquisitions, inventory transactions, an alternative customized completions channel and an avionics program. After more than 50 years of flying, Bucky remains an ATP type-rated pilot for Citation and Learjets and has personally logged more than 18,000 hours. He and his wife Wendi own a 1983 Cessna Citation 1SP and currently reside in Beaufort, NC.

In 1961 Charles 'Bucky' Oliver decided to take flying lessons at RDU. He soon acquired a business on the field, operating the FBO Raleigh-Durham Aviation from 1962-1987. The company grew to over 100 employees and was an early operator of multiple Learjets in commercial operation. He began American Aircraft Leasing in 1987 and took on the Jetcraft name.
