This was followed by Charles Leslie a consultant with the Improvement and Development Agency's Beacon Councils Support Unit, talking on the research and evaluation of the Beacon Council Scheme. His talk firstly summarised the purpose of the Beacon Council Scheme as both identifying and sharing ‘best practice' across local government for selected themes. Then he looked at examples of both research successes and failures in the Round 1 local authority scheme. He then listed the themes for Round 2 - for which bids are now being invited - and suggested the types of research which successful local authorities will need to demonstrate.
