Former Senator Chuck Horn to establish the Center for Regional Economic StrategiesOne of the major figures in the incentive reform movement is retiring from his legislative position.After 16 years, former Ohio Senator Chuck Horn is leaving the Senate to form the Center for Regional Economic Strategies in Dayton Ohio.Throughout his tenure, Mr. Horn has promoted economic development by advocating the utilization of technology to develop new products and processes to promote the competitiveness of U.S. regions.He focuses on tackling the dilemma of business incentive use by explaining the plethora of programs used by states to lure companies to their area.Horn argues that these programs "erode local school funding which now increasingly comes from state general funds.Therein lies a political disconnect.A recent study estimated annual commitment of resources to job programs in one Midwestern State at a billion dollars at a time of virtual full employment.Do we have a jobs problem, or a training and workforce development problem?"Through his new website and the Horn Network, Mr. Horn plans to explore new strategies to enhance the competitiveness of regions instead of engaging in tax competition among the states.Until the Center for Regional Economic Strategies Ltd. website is established, Mr. Horn is available by email.Corporation for Enterprise Development
