By requiring insurance, the city’s pit bull population is certain to decrease, Police Chief Chad Mulligan said. Most home owner insurance policies cover domestic animals, but larger and more dangerous dogs such as pit bulls, Rottweilers and German shepherds are not covered, officials said.
It can cost up to $1,000 per year to insure a pit bull, Mulligan said.
Dogs not leashed or penned up in yards will constitute probable cause for police, meaning they will be able to ask for proof of insurance on the animal if it’s roaming free, Mulligan said.
Cats have also caused city animal control problems in recent years. A cat bit a city employee last year, and that employee had to be treated for rabies, Mulligan said.
Both Crocker and Mulligan acknowledged there is a contingent of pet owners and animal advocacy groups that will bemoan the measure. Mulligan said personal responsibility should alleviate any problems.
