The class being offered at the time of Lanier's arrest was canceled and fees were refunded, Stafford County spokeswoman Cathy Vollbrecht said.
The employee resigned on Oct. 24 before the internal investigation concluded, Vollbrecht
The internal investigation, which is now completed, found that the 2014 contract should not have been offered, that there was no contract for the YACTS drama class and that the background check had not been completed for the business partner.
County Parks and Recreation policy requires an annual background check for every contractor.
"Mistakes were made," Vollbrecht
"There was a process in place and it was not followed."
On Oct. 17, the county
canceled the fall classes, terminated the contract and severed ties to Frick and Frack Music and all affiliated operations, Vollbrecht
As part of the internal investigation, all 30 active Parks and Recreation contracts were reviewed.
During that process, two additional contracts were found where the annual background checks had not been completed.
Those have since been completed without any issues arising and the contracts have been renewed, Vollbrecht
said the county
learned lessons from the situation.

acted swiftly each time a problem was discovered out of concern for the safety of children.
With the new processes in place, Vollbrecht
thinks the county
is prepared to move forward.
However, she said anyone with concerns should contact the Parks and Recreation Department or county administrator's office.
"We do want to assure the community their children will be safe with us because we've done the appropriate background checks and we've checked the vendors and they have everything in place to provide a safe and appropriate program for their students," she
