Working from maps and data developed by city staff, Hope City Manager Catherine Cook explained each proposal in terms of its population division and the deviation from that ideal population within each district.
explained that the current seven single-member system has fallen victim to shifts in population over time since it was adopted in 1992.
"It needs to be corrected at some point in time," she
stressed that in redrawing the lines, city staff took care to maintain a system with at least three minority-majority districts for each proposal, in keeping with the original concept from 1992.
said the figures used to develop each plan were taken from the 2010 U. S. Census of the population of Hope.
No board action was taken on any of the plans Tuesday.
The key difference in the two plans, according to Cook
, is the geographic orientation of the districts.
