Hope City Manager Catherine Cook said the project has resolved minor problems in property descriptions and closed the purchase of approximately 12 acres of property between North Hazel Street and the Union-Pacific Railroad.
Cook said most of the difference in cost can be made up by eliminating sludge drying equipment at the East Sewer Plant and scaling back some of the remaining sewer line replacement, along with using about $100,000 in reserve funds.
Spears agreed, and Cook noted that the city will likely save money in maintenance costs to the lift station.

Hope City Manager Catherine Cook said his detailed estimate for the change is $598,000. Cook said Spears' estimate changed dramatically because of unforeseen elements that had to be included such as the use of some 270 feet of pier-mounted pipe. Construction savings from the original costs involved in the wastewater project should amount to about $498,000, Cook said.

Working from maps and data developed by city staff, Hope City Manager Catherine Cook explained each proposal in terms of its population division and the deviation from that ideal population within each district. Cook explained that the current seven single-member system has fallen victim to shifts in population over time since it was adopted in 1992. "It needs to be corrected at some point in time," she said. Cook stressed that in redrawing the lines, city staff took care to maintain a system with at least three minority-majority districts for each proposal, in keeping with the original concept from 1992. She said the figures used to develop each plan were taken from the 2010 U. S. Census of the population of Hope. No board action was taken on any of the plans Tuesday.
The key difference in the two plans, according to Cook, is the geographic orientation of the districts.
