Senator Cook established the state's first supported employment program to teach job skills to 250 adults with mental retardation. Her advocacy and pioneering ideas for people with disabilities led her to advise the President's Academy for Mental Retardation under Presidents Reagan, Bush and Clinton. Senator Cook was a key player in the state's successful effort to overturn a BRAC decision that saved the Groton Submarine Base from closure by the Pentagon. Catherine Cook also developed a thriving consulting service that serves clients in the biotechnology industry, health care advocacy and programs for returning veterans. In 2001, the Commandant of the US Coast Guard appointed her to the Board of Directors for the National Coast Guard Museum Association, to lead the project that looks to honor our nation's oldest sea service. Connecticut College, her alma mater, presented her with the Connecticut College Medal, their highest recognition to a distinguished alumna. Senator Cook received many other honors throughout her public service, including "National Legislator of the Year" for the biotech industry, and the Connecticut Veterans Commendation Medal, but perhaps Charles Kuralt said it best on the CBS Sunday Morning show that featured Cathy's work when he said, "She gives the gift of dignity."

A tireless and caring advocate of improved health-care coverage for all citizens , Senator Cook has authored landmark legislation focused on women's health care.She also has been an active voice on the issue of pharmaceutical coverage for senior citizens , and has been honored as Legislator of the Year by the Connecticut State Medical Society.A graduate of Connecticut College with a degree in human ecology , she is a national consultant to the health care industry.
The BIO award was established to honor public servants such as Senator Cook for their leadership and commitment to advancing biotechnology and promoting the public's health and well-being.
