Carolyn Silver is our Chief Program Officer.
Carolyn joined the Neighborhood House in 2005 as Director of Legal Advocacy and Organizing, growing the department to serve thousands of clients on diverse issues including housing, government benefits, health insurance and workers' rights, and was named Chief Program Officer in December 2013.
Prior to joining the Neighborhood House, Carolyn worked at the law firm of Steel, Bellman, Ritz & Clark, helping to represent employees in employment discrimination and sexual harassment cases before the EEOC and in federal court.
Earlier in her career, Carolyn clerked for the Hon. Andre M. Davis in the U.S. District Court for the District of Maryland.
She then spent three years as an Attorney at the AIDS Law Project of Pennsylvania.
Carolyn graduated from Tufts University (BA, Social Psychology, phi beta kappa, magna cum laude) and the University of Pennsylvania Law School (Order of the Coif; cum laude; Senior Editor of the Law Review).

Carolyn supervises a staff of four attorneys and four non-attorney advocates.
Carolyn graduated from Tufts University (BA, Social Psychology) and cum laude from the University of Pennsylvania Law School, where she was a Senior Editor of the University of Pennsylvania Law Review.
After graduation, Carolyn clerked for the Honorable Andre M. Davis in the United States District Court for the District of Maryland.
