Ambassador Yang congratulated the Minister for her new appointment and Minister Seepersad-Bachan thanked the Ambassador for his congratulations. Ambassador Yang and Minister Seepersad-Bachan exchanged views on bilateral cooperation in the energy and other fields between China and Trinidad and Tobago. Minister Seepersad-Bachan agreed with the Ambassador and said that Trinidad and Tobago welcomes Chinese companies to invest and expand cooperation in the energy sector.

Honourable Carolyn Seepersad-Bachan
Carolyn Seepersad-Bachan Honourable Carolyn Seepersad-Bachan is Minister of Public Administration, Trinidad and Tobago. An Engineer by profession, Honourable Seepersad-Bachan holds a Master of Science degree in Electrical Engineering. She is a former Lecturer in Engineering at the University of the West Indies, St. Augustine Campus and Member of the UWI Board of Engineering Institute. She has also served as Chairman of the National Petroleum Marketing Company of Trinidad and Tobago (NPMC) and has done consulting in the field of quality assurance. Mrs. Carolyn Seepersad-Bachan was appointed Trinidad and Tobago's first female Minister of Energy and Energy Affairs and was later appointed Minister of Public Administration in June 2011. In that short space of time, she has achieved a firm grasp of the challenges facing the public sector and the required impetus needed to spur modernisation.

There was expectation then that the Congress of the People (COP)'s parliamentary representative for the constituency, Carolyn Seepersad-Bachan, would have pursued all of the projects necessary to bring the languishing city of San Fernando to life .
One resident said Seepersad-Bachan promised to help four fishermen who lost boat engines but none was given. The resident said: "About two years ago, four guys lost their boats and engines. They got back the boats but they did not get back the engines. The engines were Yamaha ones costing $28,000. Carolyn promised to help us but they got nothing. The sentiment among some was: "We love Kamla but not Carolyn."
