Carmen J. McKell (President)Carmen McKell is the President of Evalu-Plan.She holds a MA in Applied Research and a BSc in Experimental Psychology.Carmen
has over 14 years of experience conducting program evaluations and quality improvement projects in the social and health care sectors in New Brunswick.She
has utilized her
strong psychometric background in the design of risk measurement tools and surveys of customer and employee satisfaction. Her
current research interests include: performance measurement, rural health and early childhood services.Carmen founded Evalu-Plan in 1995.Before Evalu-Plan, Carmen worked on various federal/provincial research projects with the Department of Health and Wellness.
In addition, she
has presented at numerous national and international conferences as well as published articles in peer reviewed journals.Carmen
also specializes in grant writing and has written several successful proposals resulting in millions of research dollars for New Brunswick.Carmen is a member of the Canadian and American Evaluation Societies and is currently serving on the Executive of the local branch of the Canadian Evaluation Society.
