On 28 July 2010, Secretary-General Ban Ki-moon welcomed the action by the General Assembly to quickly approve his nominee for Under-Secretary-General for the Office of Internal Oversight Services (OIOS).
Ms. Carman L. Lapointe possesses the breadth and depth of experience and expertise required for this position. Since February 2009, she had been the director of the Office of Audit and Oversight at the International Fund for Agricultural Development, IFAD. From 2004 to 2009, she was the Auditor General of the World Bank Group.
Ms. Lapointe has also held chief oversight positions in a number of Canadian crown corporations, including: Corporate Auditor with Canada Post Corporation; Auditor of the Bank of Canada; Vice President of Internal Audit and Evaluation with Export Development Canada.
She has served as Chairperson and member of the Audit Committee of the Organization for Security and Co-operation in Europe and as an Audit Committee Member for UNRWA. In 1994-95, Ms. Lapointe was Chairperson of the Institute of Internal Auditors, the profession's global organization. She has also served on the Criteria of Control Board of the Canadian Institute of Chartered Accountants and currently serves on a standards task force for the International Federation of Accountants.
A Canadian national born in 1951, Carman Lapointe has three children. She is a graduate of the Financial Management Program in Internal Auditing from Algonquin College in Ottawa and is a Certified Internal Auditor, a Certified Fraud Examiner and holds a Business Ethics Certificate from Colorado State University.

Currently the Auditor General at The World Bank in Washington, DC, Lapointe-Young has exemplified internal audit professionalism throughout her outstanding career. In 1984, when she received a Certificate of Excellence for her performance on the Certified Internal Auditor examination, the dye was cast for her professional success.
After serving the Ottawa Chapter of The IIA as a member of the Board of Governors, vice president, and president, she became active on The IIA's Professional Issues Committee in 1988. She served The IIA as Vice Chairman of the Board - Professional Practices and Senior Vice Chairman from 1993 to 1994, and in 1994 she became The IIA's first female Chairperson of the Board. LaPointe-Young moved on to serve on the Board of Regents, the Global and North American Nominating Committee, The IIA Research Foundation Board of Trustees, and as a Director at Large.
IIA President David A. Richards, CIA, presented the award to LaPointe-Young on June 21, during the conference.
