The church was in need of new leadership before the flock began to scatter and Bishop McCarter was more than up to the challenge.
He brought seasoned leadership to the city, and people's lives began to be impacted in ways unimaginable.
That was over thirty-nine years ago, and Bishop and the congregation at Morning Star have witnessed phenomenal growth spiritually and materially.
Bishop, as he is affectionately called by people in the city, came with a message that was more than just spiritual.
He came with a message of "spiritual practicality" and began to immediately delve into and get involved in the city of Rocky Mount through consistent outreach from the Morning Star church family.
Over the past thirty-nine years, Bishop McCarter has strived to make Rocky Mount and the Down East region a better place to live for all people.

The honorary degree was conferred upon him due to the tireless effort he
has given in making our region a better place to live.
For over fifty years, Bishop received unwavering support and encouragement from his
loving wife, Virginell Wilson-McCarter, whom God called home in 2005.

was a faithful partner in the ministry and an affectionate mother to their four children and thousands of spiritual children. . All four children have been called into the ministry and exemplify what it looks like when given the proper spiritual heritage.
