Carl Garver
A former detective who now teaches criminal justice hopes to trade in his grade book for a gavel. Garver, 54, became certified to serve as a district judge in June. He has a doctorate in education from Pennsylvania State University and currently teaches criminal justice and law courses in the School of Public Affairs at Penn State Harrisburg. He also has served as an adjunct faculty member in criminal justice at Lebanon Valley College. Before becoming an educator, Garver worked 28 years in law enforcement, beginning in 1978 as a trooper for the Texas State Police. In 1986, he went to work for the Dauphin County District Attorney's Office, where he retired as a detective sergeant in 2006. Garver said his experience in law enforcement will make him a good judge. "The primary reason I'm running is because I have nearly 30 years of law-enforcement experience," he said. Garver, who is a native of Mifflin County, already has experience as a public servant, having served on the Palmyra Area School Board from 2003 to 2008. He also served many years as president of the Dauphin County Detectives Association and as police coordinator for the Dauphin County Crime Stoppers program. Garver currently sits on the Pennsylvania State Crime Stoppers Association board, Pennsylvania Board of Probation and Parole, Central District Advisory Board. He is active with several community groups, including the Palmyra Community and Neighborhood Watch.
