Bubu Jallow, the CC-DARE programme manager for Sub-Saharan Africa, made the remarks during a national joint monitoring and evaluation workshop on climatic change awareness held Muhanga district, in the southern province yesterday.
He noted that Rwanda's approach of engaging the civil society in addressing issues of climatic change has yielded significant results.
"This example should be taken up by other sub-Saharan countries- which should create a proper system of organization and implementation by shifting from using the central government as key implementer and involve the civil society," he said.
Jallow also stated that Rwanda needs to address the issue of settlements-which are mostly prone to danger caused by landslides and heavy rains. He noted the Giswati experience of land use should be duplicated countrywide to avoid such environmental risks.

Mr. Bubu Pateh Jallow is currently with UNEP's Energy Branch of the Division of Technology, Industry and Economics as the Project Manager of the CC-DARE (Climate Change and Development â€" Adapting by Reducing Vulnerability), which is a Joint UNEP/UNDP Programme for Sub-Saharan Africa funded by the Danish Ministry of Foreign Affairs.

On the political aspects of climate change, Mr. Jallow headed the Gambian delegations to all UNFCCC climate change negotiation fora from 2000 to 2006.
He served as Focal Point of the United Nations Framework Convention on Climate Change (UNFCCC) in The Gambia from May 2000 to 2006. In 2000 he served as Vice President of the COP 5 Bureau of the UNFCCC. From November 2007 to September 2008 he served as the Focal Point of the Clean Development Mechanism Designated National Authority (CDM/DNA) of the Gambia. He also served as a Member and Chairman of the Least Developed Countries (LDC) Expert Group from March 2002 to March 2003 and was again elected to serve from March 2005 to September 2008. In this capacity, he worked in a Team that was responsible for the supervision and coordination of the development of National Adaptation Programme of Actions (NAPAs) in the Least Developed Countries (LDCs). He has always been called upon and successfully chaired difficult negotiations which include the Special Climate Change Fund, the Least Developed Countries Fund and other issues under the Financial Mechanism of the UNFCCC.

In other regional and international engagements, Bubu served as the Permanent Representative of the World Meteorological Organization (WMO) in The Gambia from May 2000 to 2006.
He helped develop the capacity of the Climate Change Teams of Rwandan, Cote d’Ãvoire, Liberia, Madagascar, Lesotho, Mozambique, Sierra Leone and The Gambia on development of Greenhouse Gas Inventories, Mitigation assessment, and Vulnerability (Impacts and Adaptation) assessment. He has been a Member of the Pan-African Committee on START (PACOM) from 2002 to 2004 and a Member of the Remote Sensing Society in the United Kingdom. He has participated in over 100 regional and international water and climate related meetings, seminars, workshops, etc around the world.

Before relocating to Paris, Mr. Jallow served under the Government of The Gambia as Meteorological Observer, Weather Forecaster and Head of the Forecasting Unit Head of the Meteorology Division of the Department of Water Resources from 1985 to 200, Director of the Department of Water Resources, Permanent Secretary of the Ministry of Fisheries and Water Resources from March and Permanent Secretary of the Ministry of Forestry and the Environment.

Bubu has a BSc. degree in Meteorology form University of Reading, England, MSc. in Remote Sensing, Image Processing and Applications from University of Dundee, Scotland, and a Postgraduate Diploma in Agrometeorology of Semi-Arid Lands from Israel.
Professionally, he is a World Meteorological Organization (WMO) certificated Weather Forecaster with specialization in Aviation Meteorological Forecasting

Following a request for information regarding North-South trust building activities from the floor at the high-level panel of the Development and Adaptation Days during the recent Montreal Climate Change Conference, Mr Bubu Pateh Jallow (lead negotiator of The Gambia), told the participants about the ecbi in general, and the Oxford Fellowships, in particular.
He conveyed the praise of his fellow negotiators who had participated in the 2005 Fellowships and his personal assessment that the ecbi activities had led to closer North-South relations during the Montreal negotiations.
He also suggested that it might be useful in this context if the European negotiators would find the time to visit their developing country colleagues to get a proper picture of the constraints they find themselves in.
