Bruce Gray, MPADirector of State InitiativesBruce Gray joined Capital Link in November 1999 as its first Northwest Regional Director and was promoted to Director of State Initiatives in November 2001.As Director of State Initiatives, Mr. Gray is responsible for guiding Capital Link's efforts, in conjunction with Primary Care Associations and other strategic partners, to provide for health center capital needs on a statewide level.
These efforts include developing specific statewide loan and/or grant program structures and proposals for consideration by various lenders and grant sources in partner states; coordinating and further developing Capital Link
's interface with BPHC, other federal agencies, PCAs
and NACHC; identifying and developing new strategic partnerships as appropriate and consistent with Capital Link
capacity; and generally providing leadership for Capital Link's
State Initiatives Team.From 1997 to 1999, Mr. Gray served as Special Assistant to the Director, Division of Community and Migrant Health in the U.S. Department of Health and Human Services' Bureau of Primary Health Care.
While at BPHC, Mr. Gray
worked primarily on developing and implementing health center capital initiatives, coordinating efforts with BPHC's
Office of State and National Partnerships to strengthen State-based primary care strategies, formulating BPHC's
short- and long-range budget, and developing special projects at the Division Director's request.For his
efforts, Mr. Gray
received several HRSA Administrator's honors and a BPHC On-The-Spot award-the last in recognition of his
lead role in developing a 1998 Secretarial briefing on health centers.Mr. Gray holds a Master's degree from the University of Washington's Evans School of Public Affairs and a Bachelor's Degree from Brown University.He
