Brian F. Simmons is the President of GCS Founders Alliance, Inc. He has helped clients prepare requests for equitable adjustments for Government-caused delays and disruptions in the construction and manufacturing environments, as well as contract termination claims. He has also assisted clients in designing and implementing cost accounting, costs estimating and other business systems necessary to meet Federal Government requirements
Brian F. Simmons is the retired National Leader of Ernst & Young's Government Contract Services. Mr. Simmons retired from the Ernst & Young's Dallas, Texas office after 22 years with Ernst & Young's Government Contracting Services specialty practice.
Before joining Ernst & Young, Mr. Simmons held positions with the Defense Contract Audit Agency over the course of 13 years. At headquarters, he was Program Manager in the Audit Programs Division. Here he was responsible for designing, developing, and implementing the agency's material management and accounting systems (MMAS) audit program. Other headquarters level areas of responsibility included the Estimating System Survey Program and the Major Weapons Systems Program. Mr. Simmons also was DCAA's representative for the Cost/Schedule Control Systems Criteria (C/SCSC) Performance Measurement Joint Executive Group [more commonly referred to as Earned Value Management Systems (EVMS) today].
At the field level, he held various senior and supervisory auditor positions at resident and branch field offices. This covered the complete range of audit activities at both large and small Government contractors, including proposal evaluations; incurred cost audits; cost accounting, estimating, purchasing, and C/SCSC reviews; delay and termination claims; defective pricing audits; and Cost Accounting Standards compliance reviews. In addition, he provided technical assistance and liaison activities for such Government entities as the General Accounting Office, the National Aeronautics and Space Administration, departmental inspectors general for the Department of Defense and the Department of Energy, and Congressional investigators.
