Brian Gooch interviewed by Emilia DiSanto, Chief Investigative Counsel to Senator Grassley and Deepa Mokshagundam, on behalf of the Senate Finance Committee. They questioned Gooch regarding the appropriate public policy responses to the rapidly emerging issue of Medical Tourism. Brian E. Gooch (Bio) Mr. Gooch is a principal in the firm Gooch and Associates. He has been providing consulting services in this capacity for over ten years. His consulting focuses primarily in the areas of infrastructure development and performance improvement. Brian E. Gooch Brian E. Gooch Prior to that he consulted and served as faculty for the Joint Commission Resources (JCR). For over six years he was a surveyor for the Joint Commission of Accreditation of Healthcare Organizations in the hospital and ambulatory care accreditation programs. During that time he participated in the first international accreditation surveys with the Joint Commission International Accreditation (JCIA) and consulted for Joint Commission International (JCI). In all, he has surveyed or consulted for over 500 hospitals and healthcare organizations domestically and internationally. Before he joined the Joint Commission, Mr. Gooch was employed by the American Hospital Association as a regional executive, serving the four states of Texas, Arkansas, Louisiana and Oklahoma, a region with over 1000 hospitals. He served in the U.S. Public Health Service and U.S. Navy for over 20 years attaining a rank of Commander. Besides positions as a healthcare executive, he was also a senior health care policy analyst. Further, while assigned as Chief of the Quality Improvement Branch for the U.S. Coast Guard, he oversaw the design and implementation of the Coast Guard's first healthcare quality improvement program. asdf Brian Gooch is recognized by Dr. Dennis O'Leary, then President of JCAHO Mr. Gooch holds a Masters Degree in Healthcare Management from the Medical College of Virginia and a Masters Degree Human Resources Management from the University of Utah. He was graduated from the University of South Alabama with a Bachelors Degree in Biology. He is Board Certified in Hospital Administration and a Fellow of the American College of Healthcare Executives. Mr. Gooch is an accomplished public speaker having spoken to national groups such as the Medical Group Management Association and the National Managed Health Care Congress and to local and state groups such as the Dallas Business Group on Health and the Florida Hospital Association.

This past week, Brian Gooch was on a tour of his clients' facilities in Asia, and our communication was mostly via blackberry. Finally, I managed to coax him away from his blackberry, and sit in front of a computer long enough to answer a few questions. The service he provides and the knowledge of healthcare facility surveying procedures he brings to the table is quite unique and specialized. Question: Your firm, Gooch & Associates, Inc., provides consulting services to healthcare providers worldwide. Your expertise, and current focus, is on helping your clients achieve Joint Commission ( JCI for International Healthcare Providers ) accreditation. Is that correct? What kind of help do you provide to healthcare providers, and what is your background and experience, as pertaining to the Joint Commission? Brian Gooch: Our core business is Joint Commission International (JCI) accreditation preparation, i.e., doing whatever it takes to help the client achieve their goal of accreditation. Brian Gooch: The accreditation standards are broken into two groups; those related to patient care, e.g., assessment, medication management, education, etc. and those related to organizational structures, e.g., leadership, facility management, information management, human resources, etc. Brian Gooch: If an organization hires us to take them to accreditation, we can provide an estimate of the time frame. Brian Gooch: Gooch and Associates has never had an organization that went forward to accreditation NOT make it. Brian Gooch: You are right, it is specialized. Brian Gooch: You are right - they are suspiciously close! Brian Gooch: I have already mentioned that the bulk of our folks are former JC trained surveyor/evaluators. Brian Gooch: Very good question. Brian Gooch: The future is always hard to predict, but I think what COULD happen is that something like medical tourism could help spur Indian's infrastructure development (modernized airports, improved roads, etc.) to better compete with Thailand and Singapore, for example. What I have seen happen elsewhere is that patients will start to notice that there is a difference between two hospitals, e.g., one touting JCI accreditation and the other not, and will say or think something like â€˜the first hospital did this accreditation thing, when they did not have to and the second hospital has not, maybe I should go to the first hospital.' So then other hospitals will start seeking accreditation just to keep up with the â€˜first movers.' Question: Anything else you wish to add?
