Brian joined Bay State Community Services in April of 2014, bringing with him extensive experience in a variety of human services positions since 1983. Prior to joining the Agency, he served as Chief Operating Officer for Community Care Services in Taunton for the past 13 years. Brian most recently assisted in the recent merger of Community Care Services with Justice Resource Institute over the past 18 months and served as Director of Operations for JRI. Prior to joining Community Care Services, Brian served as Senior Vice-President at the Center for Health and Human Services in New Bedford for 15 years.
Brian is responsible for supervising the operations of Bay State Community Services' (BSCS) Human Resources, Accreditation, Risk Management, Compliance, Licensing, Training, and Quality Assurance departments. Additionally, Brian has responsibility in programmatic functions including Children's Services - Plymouth Division, which includes CSA-Plymouth and home based and clinic operations. He is leading the effort to develop an Electronic Health Record (EHR) and provides leadership management for all parts of the agency. He is responsible for developing new agency initiatives and acts as an adviser to the CEO regarding new initiatives and business strategies.
Brian chairs Bay State's Community Service' Compliance and Risk Prevention and Management committees. Brian also serves as a board member of Project Independence, a New Bedford, MA adult day care provider, and he formerly served as Board Treasurer of the Massachusetts Adult Day Services Association from 2003 through 2010.
Brian received his B.A. from the University of Rhode Island, Master of Social Work from Rhode Island College, and Master of Science in Health Care Administration from Salve Regina University.

"There are 30 million seniors in America now," Foss said, noting that the number would double in the next 20 years.
Foss said adult care programs for seniors provide not just care, but respite for caregivers and needed socialization for those in the programs.He also said tight funding has a major impact on adult care services.
"I had to close a program in Mansfield because I couldn't make ends meet," he said.
