William Burgoyne and Chief Oliver Lynn Baker were visibly drunk on April 12 when the car they were in rolled off Mendon Road in Sherwood Township in Branch County.
Burgoyne was cuffed in front and placed in the front seat of the squad car, and during the 90 minutes of video we obtained, we never saw the Chief on camera.
The report indicates that trooper saw one 24 ounce beer unopened and another one opened inside a cooler in the car, and that both members of White Pigeon Police had watery eyes, slurred speech, and slow movements, according to the documents.
The video shows Sergeant Burgoyne in the front seat, handcuffed, but the video has no sound.
