A third program, a women-only pre-release center, can be established without any council action, according to Betty Ann Roan, deputy director for Alternatives Inc.
With the three programs, the facility would have 74 employees, Roan
said.That's 40 more jobs than are provided by the motel, according to a memo from city staff to the council.
Concerns about the plan largely boil down to how a rehabilitation center will look at an interstate entrance into Billings and risks to the neighborhood.
