Gazette opinion: Alternatives rehab center will meet need - billingsgazette.com

A third program, a women-only pre-release center, can be established without any council action, according to Betty Ann Roan, deputy director for Alternatives Inc.
Security, maintenance
With the three programs, the facility would have 74 employees, Roan said. That's 40 more jobs than are provided by the motel, according to a memo from city staff to the council.
Concerns about the plan largely boil down to how a rehabilitation center will look at an interstate entrance into Billings and risks to the neighborhood.
The first concern should be easiest to address.According to Roan, the exterior of the building facing 27th Street wouldn't change with the opening of the three proposed programs.

Betty Ann made her stage debut last year, appearing in two plays presented by Stepping Stone Community Theater at the renovated Whitin Mill. According to those who have seen her perform, she displays quite a talent for improvisation and working with other actors.
"I like feeling like a star. It's fun getting up in front of other people and acting," says Betty Ann. Besides acting, Betty loves to sing, dance and bowl.
Betty Ann was not always so comfortable in such public settings, however. Before joining Alternatives 15 years ago, Betty Ann was shy and retiring around anyone but her family.
"Betty Ann has blossomed, she's happier now, and that's all we've ever wanted for her,'' says her sister, Margaret.
Another exciting venture for the socially blooming Betty Ann is her recent move into Alternatives' bright new apartments in the renewed 19th-century Mill. There she performs like a domestic goddess _ cooking and cleaning and helping with chores for others in Alternatives' Supported Living Program.
And it doesn't stop there. Not long ago, Betty Ann joined the Uxbridge Woman's Club where her enthusiasm is an inspiration to other club members. She has served on several club committees, assisting with such events as luncheons and a Bowl-A-Thon fundraiser. Club President Constance Dwyer terms "the gift of her presence" as one of Betty Ann's special contributions to the organization
