Automatic shut-off valves along the line can turn it off remotely, whereas in California, it took more than an hour to shut off the gas supply, said Benny Barnes, director of pipeline risk management for Tennessee Gas. Also, the San Bruno line was never given a hydrostatic test to check for leaks, Barnes said. The pipeline in Connecticut has been given hydrostatic tests and other advanced tests beyond what is required by federal measures, he said. While federal guidelines only mandate Tennessee rigorously test the portion of pipeline that runs through high population areas or areas with schools and hospitals -- only about six miles along Tennessee's 45-mile line qualify for required rigorous testing -- the company elects to test the entire line to the same high standards, Barnes said. Tennessee Gas holds annual emergency response drills, Barnes said. The drills, however, usually do not involve local first responders, like fire stations or police departments. Barnes mentioned a recent drill in which a volunteer fire company in Stamford participated.
