Dr. Belinda L. Collins
Belinda L. Collins, Ph.D., is the director of the Technology Services unit at the National Institute of Standards and Technology (NIST). In this capacity, Dr. Collins leads a team that provides policy support for standards and conformity assessment activities for federal agencies, as well as for legal metrology nationally and internationally.
Currently the vice chair on the ANSI Board of Directors, Dr. Collins previously participated in the federal Interagency Committee on Standards Policy (ICSP), and also chaired the ANSI ISO Council, the International Laboratory Accreditation Cooperation (ILAC), and the National Cooperation for Laboratory Accreditation (NACLA).
During her career at NIST, Dr. Collins has served as a research psychologist, a leader of the Lighting Group in the NIST Building and Fire Research Laboratory, a program analyst on the NIST Director's staff, director of the Office of Standards Services, and deputy director of Technology Services.
She is a Fellow of the Illumination Engineering Society of North America, and has been a member of the International Lighting Commission, the Standards Engineering Society, the American Association for the Advancement of Science, and numerous technical committees.
Dr. Collins, who was awarded ANSI's Howard Coonley Medal in 2008, received her Ph.D. in experimental psychology from the University of Virginia.

Belinda's Background
Belinda Collins is a Leadership and Executive Coach with more than 10 years of experience in coaching first and second-line supervisors, both as an independent practitioner and as an award-winning leader in the Federal government. Her coaching focuses on developing leaders in organizations such as the National Science Foundation, Chemical Safety Board, National Institute of Standards and Technology, Centers for Medicare and Medicaid, American Association of Medical Instrumentation, International Monetary Fund Family Association, Leadership Fairfax, Leadership Arlington, and Share our Strength.
Belinda brings to coaching her ten years of accomplishment in the Senior Executive Service as Director and Deputy Director of Technology Services and then Senior Adviser for Voting Standards at the National Institute of Standards and Technology (NIST), plus extensive prior experience leading and managing high-performing professionals in scientific fields at NIST as Director of the Office of Standards Services and Leader of the Lighting Group. She is also an accomplished researcher in human factors and applied psychology with more than 70 technical publications at NIST.
Education
Belinda holds a Ph.D and M.A. in Experimental Psychology from the University of Virginia and a B.A. in Psychology from University of Mary Washington. Dr. Collins received her Leadership Coaching Certificate from Georgetown University and is an Associate Certified Coach of the International Coach Federation. She also holds certificates in Myers Briggs Type Indicator (MBTI), Emotional Intelligence (EQ-I), Strength Deployment Inventory (SDI), and a Certificate in Leadership for a Democratic Society from the Federal Executive Institute. Other coursework includes: Adult Development, Team Coaching, and the Art of Facilitation.

Belinda Collins, Chair of ILAC, noted the significance of the signing, "For many years, the retesting of goods by an importing country has been considered as a major technical barrier to trade.The World Trade Organization (WTO) identified such technical barriers as a major concern to world trade since the mid-1970s.Such barriers can not only add significant cost to goods entering a country, but can also delay, and in some cases prevent, the goods being accepted by foreign markets."
Dr. Collins further explained that "ILAC has been working towards overcoming these technical barriers for the last two decades by encouraging the development of regional recognition arrangements culminating in today's global recognition arrangement among representative bodies in each country.
