Becky Norton Dunlop is a vice president of the Heritage Foundation, an education and research institute headquartered on Capitol Hill in Washington, D.C. She is a member of the senior management team with oversight responsibilities for external relations departments that do strategic outreach. She is the foundation's chief ambassador to external audiences speaking about the Heritage Foundation's products and the conservative principles on which Heritage was founded that inform policy debates in the world community today.
Mrs. Dunlop was a senior official in the Administration of President Ronald Reagan, including service as Deputy Assistant to the President for Presidential Personnel and Special Assistant to the President and Director of his Cabinet office in the White House from 1981-1985.
Mrs. Dunlop is the author of Clearing the Air, an autobiographical narrative about her tenure as Virginia's Secretary of Natural Resources which discusses environmental and natural resources challenges in the context of federalism. She is a frequent speaker both in the United States and internationally on topics as diverse as the Reagan Presidency and the principles that guided it, Energy and Environment issues, Federalism and the Constitution, Faith in the Public Square, and Educational choice issues for parents, students and teachers. Becky Norton Dunlop serves on the senior management team of The Heritage Foundation as Vice President for External Relations. Her responsibilities include the departments engaged in strategic outreach and communication to conservative public policy institutions and other leadership organizations, international, state and local government officials, business leaders and conservative policy activists. She also oversees the Heritage Lectures and Seminars program which provides a forum for key leaders and policymakers to present their ideas for discussion and debate. She represents Heritage in national and international venues.
Prior to joining Heritage, she served as Secretary of Natural Resources for the Commonwealth of Virginia in the Cabinet of Governor (and now Senator) George Allen. Her responsibilities included the Departments of Environmental Quality, Historic Resources, Game and Inland Fisheries, Conservation and Recreation, the Marine Resources Commission, the Chesapeake Bay Local Assistance Department and the Natural History Museum. She was the principal environmental policy advisor to the Governor and held this post from 1994 to 1998. During her tenure, the agencies were streamlined, decentralized and down-sized while the quality and condition of the natural resources and the environment were enhanced. Governor Allen also appointed Mrs. Dunlop to serve as co-chair of the Governor’s Council on Self-Determination and Federalism and Vice-Chair of his Commission on Environmental Stewardship.
In the 1980’s, Dunlop was a senior official in the Administration of President Ronald Reagan, including service in the White House as Deputy Assistant to the President for Presidential Personnel and Special Assistant to the President and Director of his Cabinet office.
Dunlop also writes and is a contributor to electronic and print media. She founded her own company, Century Communications, Inc. in 1977 which focused on strategic planning, communications and managing for results. Her bachelor’s degree is from Miami University in Oxford, Ohio.
Dunlop is the author of Clearing the Air, which discusses current environmental and natural resources challenges in the context of federalism. She is a Senior Fellow of the Alexis de Tocqueville Institution that published the book.
Dunlop was recently appointed by HHS Secretary Tommy Thompson to serve as a member of the Advisory Committee to the Director of the National Center for Environmental Health, which is part of the Centers for Disease Control & Prevention (CDC).
Dunlop serves as a board member for the National Wilderness Institute, Defenders of Property Rights, the Family Foundation of Virginia, the Virginia Institute of Public Policy, the American Conservative Union, the Association of American Educators, the National Conservative Campaign Fund and the Reagan Alumni Association. She is on the Advisory Council for the Landmark Legal Foundation and Hunters for the Hungry and a member of the Philanthropy Roundtable. She serves on the Editorial Advisory Board of Technology, A Journal of Science Serving Legislative, Regulatory and Judicial Systems. She serves as an Advisory Board member to the Richmond Lawyers Chapter of the Federalist Society, and as a member of The Salvation Army Leadership Council. Dunlop has been named a Fellow at the Institute for Corean-American Studies.
