Basil van Horen (B.Com., Econ. Honours, M.T.R.P., Natal; Ph.D., UBC)--Assistant Professor
van Horen has worked as a planner, project manager, and researcher in Southern Africa, Asia and Latin America. Over the past twelve years, Basil's work has focused on low-income housing policy and practice, informal settlements and settlement upgrading, project planning designed to build institutional capacity, and environment and infrastructure delivery. Prior to his current involvement in CHS projects in Sri Lanka and Brazil, he worked as consultant to agencies such as the UNDP and OXFAM on programs focused on participatory planning and capacity building of NGOs and community-based organizations. Basil was senior project manager of informal settlement upgrading projects in KwaZulu-Natal, South Africa, between 1989 and 1992. He was an urban planner in the City Engineer's Department of Durban, 1988-89, responsible for planning infrastructure provision and the upgrading of low-income townships and settlements.
