Barb Jeffers, executive director of the Kane County Health Department, told a County Board committee last week that an orientation was held in April, and she hopes to get officers trained and equipped with doses by this summer.
"If you look at the data, it's not going away," she said.
In a meeting earlier this year, Jeffers presented data on the number of heroin-related deaths in Kane County since 2009. At seven such deaths, 2010 recorded the lowest number. The peak was recorded in 2012 with 26 deaths.
The deaths have occurred throughout the county, including in St. Charles, North Aurora, Geneva, Batavia and Elburn.
Although emergency medical technicians already administer Narcan, Jeffers said, the new program targets police because they typically arrive on the scene quicker. Medics, however, still would be called, she said.
Jeffers said Kane County sheriff's officers already administer the medication.
The Illinois Department of Human Services Division of Alcohol and Substance Abuse certifies the trainers, Jeffers said. She said the county health department will provide the training and management of the Narcan program.
Officers will be allowed to carry only two doses of the medication at a time, Jeffers said.
Because of the way the program is set up, she said, the health department will be able to track the data.

Jeffers named KCHD Executive Director
Barbara Jeffers The Kane County Board appointed Barbara Jeffers, MPH, the permanent Executive Director of the Health Department Feb. 13. Jeffers had been serving as Interim Executive Director since June, 2012, when she was appointed to the fill the position of former Executive Director Paul Kuehnert, who left for another position.
Jeffers said she will sustain the momentum of the department in terms of protecting the community, maintaining its partnerships, and continuing the department’s strategic planning. Her commitment to partnerships is stronger than ever, for only by working together can the Department achieve its vision of having the healthiest residents in Illinois by 2030. The commitment to strategic planning continues to be firm as the first implementation projects of the Community Health Improvement Plan (CHIP) are now being felt throughout the county. “The CHIP needs the support of everyone if we are to successfully attack the threats to community health and well being and meet our health priorities,†Jeffers said. “This is not just a Health Department document, it is a blueprint for the entire community to follow for a better quality of life for all of us.â€
Over the last seven-plus years, Barbara Jeffers has held several positions at the Health Department, the most recent prior to be named Interim Executive Director was as the Assistant Director for Administration. In that role, she was responsible for high level administrative functions including budgeting, human resources, labor relations, and facilities management. Prior to County Government, she was employed by the State of Illinois for 14 years, her last appointment being the Director of Training and Development for the Department of Human Services. She possesses a unique set of skills and attributes that will continue to be an asset to the Health Department. Barb has a Masters of Public Health degree from Northern Illinois University and a Bachelors of Science Degree from the University of Wisconsin-Whitewater.

Kane County Health Department Executive Director Barb Jeffers said Tuesday she hasn't counted the number of applicants but noted, "They are coming in."
The health department oversees Animal Control.
Jeffers would like the position filled as soon as possible but said there is no projected timetable for filling the vacancy.
The hiring process will include a review of applicants, interviews and a recommendation by County Board Chairman Chris Lauzen, Jeffers said.
While it is challenging because it means redirecting someone's work to Animal Control, Jeffers said, it is no different than managing any other vacancy.
"You can't shut down the shelter because you have a vacancy," she said.
Saturday, Animal Control hosted its first dog jog event. Jeffers told the Public Health Committee Tuesday the 5K was a success and raised more than $900 for the shelter.
In addition to acting as a marketing piece for Animal Control and the animals up for adoption the dog jog promoted health and wellness, Jeffers said.
She noted the event, which had about 30 participants, has potential for great turnout.
"I think we can only get better," she said.
