Zwemke, president of the Robert Arthur Land Company, has seen the rapid rise in area property values, having worked for Moser Enterprises as a partner on MPI's Grand Reserve subdivision in Yorkville and other local projects. He also knows future county residents will need access to regional transportation. Zwemke learned about the Plano location in July 2005 from Schaumburg-based property speculator Ron Marsh, who negotiated with property owners, including Klatt, to secure a site for a future development.
Zwemke purchased the initial 590 acres for his Galena Road project, to be known as North Country, in August 2005 for about $23,000 per acre. He acquired the property from Hastert's trust in December.
"We think we made a smart purchase," Zwemke said.
The subdivision would be about three miles west of the Prairie Parkway, though Zwemke said he expects the project to be completed before the expressway is built and doesn't foresee the commercial component expanding in scope, even if an interchange were ever built at Galena Road.
"I'm aware that some of the local people wanted (an interchange), and certainly, we'd be in favor of that," Zwemke said.

Art Zwemke, a manager at the Robert Arthur Land Company, spoke during a Committee of the Whole meeting in Elburn on a plan for a 137-acre parcel on the west side of Route 47, south of Keslinger Road.
Zwemke said there previously had been interest at the location, but at about the time we wanted to do something, the market dropped.
Zwemke said the gross density would be less than two homes per acre.
To the east of the development, across Route 47, is land that is expected to feature the future site of St. Gall Catholic Church.
The development also would sit near Welch Creek and the St. Charles Sportsmens Club.
Zwemke said the project would be consistent with the villages comprehensive plan, which was adopted last year.
Zwemke said there would be no homes built adjacent to the club.
Its not for everybody, Zwemke said of living near the club, but he mentioned that it could be spelled out in the deed.
The commercial development would be along Route 47, Zwemke said, noting that its hard to sell homes that are right on a state route.
Zwemke said there perhaps could be offices there, such as a doctors office.
I know what you are saying about strip centers, Zwemke said. They are everywhere, and many times they are empty.
Zwemke said the company would like to formally engage in the process and said there could be some flexibility to broaden the appeal.
