Though he focused mainly on the nascent oil and Gas Arthur Larok of Action Aid Uganda begun by sharing his deep conviction on the current political conundrum in the country. Mr. Larok caused a stir among the participants when he said Uganda's biggest impediment to achievement was due to the longevity in office of president Museveni. This was received with mixed reactions from the predominately NRM audience
He further asserted that that agriculture is the backbone of Uganda's economy and oil is a necessary side dish and therefore, cautioned the exaggeration on the opportunity in the oil resources. He also said Uganda has more comparative advantage in agriculture given the abundance of fertile soils compared to oil which is finite at 150 billion dollars for 30 years and if well extracted.

Friday, 10 February 2012 â€" ActionAid Uganda announced today the appointment of Mr. Arthur Larok to be its new Country Director effective February 1st, 2012.  (9 February 2012, Kampala) â€" ActionAid Uganda announced today the appointment of Mr. Arthur Larok to be its new Country Director effective February 1st, 2012. "I am delighted to welcome Mr. Larok to ActionAid. He brings with him a wealth of experience in NGO leadership that will bring us closer to achieving our mission of working with poor and marginalized people to eradicate poverty by overcoming the injustice and inequality that cause it," said ActionAid Uganda Board Chair James A.A. Otto  Mr. Larok comes to ActionAid Uganda after serving as Director of Programmes at the Uganda National NGO Forum for the past nine years.  He is well known for spearheading several exciting initiatives by civil society at local, national and global levels where his passion, dedication and commitment to work for human dignity has been repeatedly demonstrated. His arrival is at a crucial and important juncture for the organization as it embarks on the implementation of a new Country Strategy Paper (CSP IV) for the period of 2012 to 2017.
