But, I don't think it is the case here in Digos City, it is still a very slow progressing city under Mayor Arsenio Latasa who is the longest seating mayor in the Philippines.
As a standing joke here in Digos City's residents "Mayor Arsenio Latasa longest seating mayor in the Philippines and first project as a mayor "Street Lights" which is just recently installed after more than 20 years in office."

Digos City Mayor Arsenio Latasa declared that although Jolibee constructed a building that is owned by the provincial and National government, they did not violate any laws.
"Everything was above-board and the documents will prove that the construction was legal," Latasa

And the Mayor of Digos City , Mayor Arsenio Latasa also claimed that he also have the papers that prove that the indeed the Estrada Market was indeed donated to the City.
Now that a building financed by the private sector was constructed and about to open his
business in the city, politicians left and right are now claiming that they have the right to the land where the building was constructed.
I just wondered why the city government entered a deal with Jolibee franchisee to build a building on a lot that they closed for so long and why is it that only a portion was used.
Why is it that no new building was erected in the old Estrada Public Market since the displaced market vendors are just using the road along the market and build a makeshift store to sell their goods for many years now.
Just a thought.
