Kaufman, MA, CI/CT, Project Coordinator, Disability Services and Access Division, Los Angeles California: Angela Kaufman is a project coordinator for the City of Los Angeles, Department on Disability in the Disability Access and Services Division.Ms. Kaufman holds a BA in Deaf Studies with an emphasis on Human Services and a MA in Special Education: Deaf and Hard of Hearing, from California State University, Northridge.Ms. Kaufman has been trained as a mediator with the City of Los Angeles, City Attorney's Dispute Resolution Program.Ms. Kaufman has presented locally and nationally on violence-related issues and persons with disabilities including: child abuse, domestic violence, dating violence, elder abuse, and emergency preparedness.She has presented and provided training with regard to the American's with Disabilities Act (ADA) on physical barriers, communication barriers, and reasonable accommodations as well as emergency preparedness for persons with disabilities and the deaf community.Ms. Kaufman is currently the program coordinator for an Education and Training Grant to Prevent Violence Against Women with Disabilities from the United States Department of Justice.In addition, Ms. Kaufman coordinates an emergency/crisis response team of sign language interpreters for the city of Los Angeles and is a member of the Mayor's Office Crisis Response Team to ensure that access to programs and services for the disability and deaf communities are available in times of local or national crisis and/or disasters.Ms. Kaufman previously worked with a child abuse agency providing in-home counseling, parent education, and advocacy services to families where either the child or a parent was deaf or hard of hearing.

Presented by Angela Kaufman.Angela Kaufman works for the City of Los Angeles, as Interpreter Co-ordinator.This is the only Disability Department in the USA with a Deaf program in the Child Abuse Treatment Agency, with Deaf social workers.This session highlighted the high incidence of child abuse in the Deaf community, by Deaf and hearing people.Angela stressed the fact that young Deaf children don't usually have the language to explain their abuse, ie oral, with no speech and no sign.

This simulated scenario will focus on the evacuation phase of a hurricane event and is designed to assess the readiness and response capability of sign language interpreters, interpreter service providers and sign language interpreter strike teams. Presenter Bios Angela M. Kaufman, MA, CI/CT Angela is the ADA Compliance Officer for the City of Los Angeles Department on Disability. Ms. Kaufman holds a Bachelor degree in Deaf Studies and a Master degree in Special Education from California State University, Northridge. Ms. Kaufman has presented locally and nationally on integrating sign language interpreters into the emergency management field, emergency preparedness for children and adults with disabilities and the nexus of violence and children and adults with disabilities: including child abuse, domestic violence, dating violence, sexual assault/rape, stalking, elder abuse, and companion abuse. Ms. Kaufman has provided training and technical assistance with regards to the American’s with Disabilities Act (ADA) and the Rehabilitation Act of 1973. In 2003, Ms. Kaufman helped to create and coordinate the first Sign Language Interpreter Crisis/Disaster Response Team in the country for the City of Los Angeles.

Ms. Kaufman is nationally certified as a sign language interpreter through the National Registry of Interpreters for the Deaf. Ms. Kaufman has presented locally and nationally on emergency management and people with disabilities both to individuals with disabilities on how to prepare themselves and their families for any disaster and to government and service providers on how to best integrate and assist people with disabilities in their preparedness, response and recovery efforts. In addition, Ms. Kaufman has presented on violence related issues and persons with disabilities: including child abuse, domestic violence, dating violence, rape, sexual assault, stalking, hate crimes, and elder abuse. Ms. Kaufman has also provided training to law enforcement, the City and District attorneys offices and has been a consultant with law enforcement and statewide task forces on issues relating to disability, domestic violence, sexual assault, and stalking, emergency preparedness, emergency management, health care and hate crimes. She has presented and provided technical assistance with regards to the American’s with Disabilities Act (ADA) and Section 504 and 508 of the 1973 Rehabilitation Act. Ms. Kaufman has helped to create and coordinate the first Sign Language Interpreter Crisis/Disaster Response Team in the country for the City of Los Angeles. Ms. Kaufman previously served on the Federal Emergency Management Agency (FEMA) Region IX Advisory Committee and the California Emergency Management Agency (CalEMA) Standard Emergency Management System Committees (SEMS) as a subject matter expert on disability issues.
