Carn was first elected in 1982 to represent the 197th Legislative District which is located in North Central Philadelphia.
Upon completing his secondary education at Thomas Edison High School, Rep.Carn was awarded a Model Cities Scholarship which he used to earn a bachelor of science degree in electrical engineering from Howard University.
In 1973, Rep.Carn began his professional career by returning to Philadelphia and working with young people involved in gang activity as a community volunteer with the Clara Baldwin Neighborhood House.carn2.gif (33338 bytes)
Carn utilized his considerable talents to create a program to educate and motivate young men in the areas of educational and economic opportunities.
Rep. Carn continued his commitment to young people by becoming the Director of the Philadelphia Committee for Services to Youth in 1975.In this position, he was charged with operating this non-profit corporation which provided gang crisis intervention and youth development services throughout Philadelphia.
carn4.gif (20896 bytes)Rep. Carn next served the public as Director of Statewide Programs for the Negro Trade Union Leadership Council.Beginning in 1978, he was responsible for apprenticeship resource centers and job placement programs in eight cities across Pennsylvania.
In 1980, Rep.Carn was selected as Director of Neighborhood Housing Services, Inc. at Allegheny West.During his tenure, Andrew coordinated a variety of programs and services.These services included a low-interest home improvement loan program, a vacant home rehabilitation program and counseling services to current and future homeowners.
Carn has fought for laws and public policy initiatives that positively impact the lives of his constituents.Here are a few of the areas where Rep.Carn has been working hard and making a difference :.
- Reducing the High Cost of Auto-Insurance ;
- Reducing the Growth of Stop & Go alcohol establishments ;
- Pay Equity for Women ;
Carn has served on various committees in the state House ; including Appropriations, Labor Relations, Liquor Control, Insurance, Judiciary and State Government.
As an elected official, Rep.Carn has never forgotten the people who he represents.He continues to be accessible to his constituents by maintaining regular appointment hours at his three district offices.In addition, Rep.Carn is a founder and supporter of the Philadelphia Sports Association which provides summer and after-school recreation for hundreds of young people.
