"The operation of a nuclear power plant is unlike any other industrial operation," Amir Shahkarami, CEO of Exelon Nuclear Partners and senior vice president of Exelon Generation tells Nuclear Energy Insider.
"The operation of a nuclear power plant is unlike any other industrial operation," Amir Shahkarami, CEO of Exelon Nuclear Partners and senior vice president of Exelon Generation tells Nuclear Energy Insider. "It demands a strong nuclear safety culture that continually assesses the impact of all activities on the safety of the public, the safety of the nuclear plant workers and the safety of the reactor." Turkey, Saudi Arabia, Jordan and the UAE have all embarked on national nuclear power programmes, with an estimated investment of $30m needed in infrastructure, training and regulation to support these programs, according to the Middle East Nuclear New Build Report 2012 http://www.nuclearenergyinsider.com/mena-new-build-report/ "As each country's nuclear framework will be unique to meet the localized regulatory requirements - along with international standards specified by the IAEA and the World Association of Nuclear Operations - we are seeing various levels of progress in the establishment of nuclear power frameworks", says Shahkarami, who will be discussing the importance of strong leadership in establishing the MENA's critical nuclear power framework at the upcoming Nuclear Construction Conference MENA. Domestic skills base: timing factors Nonetheless, critical to all of the MENA's new nuclear program initiatives will be human capacity building and the establishing a human resource development plan. "The development of such plans must begin shortly after the contracts for the new build have been awarded, as the recruitment, staffing and training of the needed resources will take between 5 and 8 years to accomplish. This long lead-time for the necessary human resources is needed to train and prepare the necessary numbers of resources to be ready to operate and maintain the new NPP," explains Shahkarami. Moreover, all individuals in a nuclear operation must have and constantly display a questioning attitude, explains Shahkarami. "At Exelon, we use a process that identifies managerial candidates that are 'ready now' based on their skills, experience, education and behaviours, along with a forward-looking programme that identifies those candidates who will be available in the one to three year period,"explains Shahkarami. However, over time, this approach did not promote a learning environment and instead relied on a top-down management style," notes Shahkarami. He adds that the Exelon Nuclear Management Model is an example of a robust management model that has delivered the highest levels of world-class results in all critical nuclear performance areas for over 10 years in a row. Speaking at the third Nuclear Construction Conference MENA ( http://www.nuclearenergyinsider.com/mena/index.php?utm_source=Event%2BBl...), Shahkarami aims to advise those who are new to nuclear in the region on the importance of strong leadership in establishing the nuclear safety culture principles that will drive an organization to nuclear excellence.
