At the April 29 meeting, county commissioners wanted to ensure that the county would not incur new infrastructure costs due to the development, and asked that an agreement be worked up between deputy county attorney Alan Roddy and SMR CEO Rex Jensen that would be presented at today's meeting.

The reason for the delay is that commissioners want deputy county attorney Alan Roddy to work up a written agreement with SMR president and chief executive officer Rex Jensen on how the project would deal with Florida's proportionate share statute, which gives developers the right to cut a check to pay their "fair share" of infrastructure up front, forcing municipalities to pay the rest in a set amount of time.
