Arkansas County Sheriff Allen Cheek said his staff has recovered four stolen ATVs along with other property in the last month.
Arkansas County Sheriff Allen Cheek said his staff has recovered four stolen ATVs along with other property in the last month. The update came during the Arkansas County Quorum Court meeting Tuesday at the county courthouse in DeWitt. Cheek told court members that now is the time of year farmers are putting out batteries and other equipment that thieves find tempting to steal. He said if farmers will put a security camera on the equipment, especially one with a GPS for tracking the camera in case it gets stolen, it can mean finding the thieves and possibly the stolen items much faster Cheek reported there are 87 inmates in the Arkansas County Adult Detention Facility. There are 63 males and 24 females, of which 13 females are 309 inmates. There is only one male in the juvenile facility. Cheek was pleased to report that the work crews are still working at the Stuttgart Police Department and at the jail. Cheek praised the great job the crew was doing at SPD. "If you haven't been to (the former) City Hall and seen the work, you owe it to yourself to go see what a great job these guys are doing," Cheek said. "They have done quite a bit of the work." The inmates have also planted a garden and been doing some yard work around the detention facility. In a report by Southern Health Partners (SHP), Cheek noted the following have occurred: one emergency room visit; nine outside medical treatments; three dental visits; four medical screenings; 13 at sick call; five health and physical; 13 medical refusals; 29 blood pressure checks; nine screen/protest; and one pregnant female. When asked what it meant by medical refusals, Cheek said this is when SHP doesn't deem a trip to the doctor necessary because it is usually because the inmate can't get the medicine he or she wants. Cheek went on to discuss a recent meeting he attended with other Arkansas sheriffs in Little Rock. The current issue facing the state is jail overcrowding. "This is a growing problem and creates a burden on county jails," Cheek said.
Cheek stepped back up to explain what makes these flotation devices so good. "A regular life jacket will hold up about 15 minutes but this new device will not only hold more than one person and we don't know for sure how long yet," Cheek said.

"I have recently begun work on a new process I hope to implement before the year is up involving our warrant service," Cheek said."Now, many "wanted criminals" are drawing government assistance in some form.We will begin entering all our warrants into a national registry where the Treasury Department can [get access to] this information and stop the government assistance to these fugitives until they settle their pending cases.
"If re-elected, I am committed to continuing my efforts and goals toward making Arkansas County a better and safer place to live and raise our children.

Sheriff Alan Cheek
We are asking that the people ..., 20 June 2014 [cached]
We are asking that the people call their senators and representatives - we want them onboard to fix this problem," Arkansas County Sheriff Allen Cheek said. The problem, to most county sheriffs, comes with a fix and that is to build more or larger jails. Currently the state inmate population stands at 2,714. The cap for county jails to hold when it comes to state inmates is 1,600. "They are trying to put this on the sheriffs' backs right now, we will get sued," Cheek explained if the county jails continue to house more and more state inmates. When housing state inmates this decreases the needed space for local offenders.
Arkansas County's jail is a 136-bed facility, but Cheek explained that number is if all sections are full. In the jail there are different sections such as adult, juvenile, male and female. Then it breaks down even further with inmates that cannot be housed together, such as inmates awaiting a hearing and those that are waiting for bed space in state facilities, post hearing. So although they might not hit the number of 136 the facility may be full. With state inmates awaiting space in the Arkansas Department of Corrections they are taking up space that could be used for a new offender. "Sheriffs also can't serve arrest warrants, collect fines and restitution or enforce civil orders and misdemeanor violations because there is no space in their jails to house such offenders," the association explains. At this time, Cheek said, Arkansas County has not been affected by this growing problem, but he can see this being a burden in the future. Cheek said the county does not currently house federal inmates, which helps keep inmate numbers down. The sheriffs are banding together regardless of the effect because they know the problem is continuing to grow. They say it is imperative for the problem to be added to the Arkansas General Assembly special session this summer. "Now let's fix it - enough is enough," Cheek said.
