Agnes Magpale is co-chair of the Provincial Women's Commission and the Provincial Council for the Welfare of Children, so she knows what she was speaking about when she urged the Cebu City Government to handle properly around 200 mendicants, who include women and children, that it will round up to make the city look good to delegates of the Asia Pacific Economic Cooperation (Apec) events Cebu will host.

Agnes Magpale proposed an ordinance declaring the first week of October as the Anti-Child Abuse Tourism Week.
In the resolution attached to the ordinance, Magpale, vice chairperson of the Provincial Council for the Welfare of Children, said sexual abuse and exploitation of children exist in different forms.
Magpale said October is the most suitable time to celebrate the Anti-Child Abuse Tourism Week since Children's Month is also celebrated in the same month.

Before the May 10 incident, the girl, according to Magpale was also sexually abused last year.
Magpale, however, said that in the recent incident the 15-year-old boy only accompanied the other suspects but did not participate in raping the girl.
Magpale, vice chairman of the Provincial Council for the Welfare of Children (PCWC), said that the boy probably bragged about last year's incident.
Because of this, Magpale said that all the five suspects, who admitted to the crime, as well as the victim, will be recommended to undergo counseling.
Their parents will also be asked to join in the counseling.
The PWC believed that the girl was a "slow learner," making her vulnerable to sexual abuse.
Magpale said she saw the need to conduct an assessment on the child's mental condition. She will also ask help from a special education teacher.
She said the victim may be transferred to a school, with a special education curriculum, in Dumanjug.
Magpale said the medical report of the girl tested negative because there were no semen and laceration found on her private organ.
Magpale said it is understandable, though, that semen would no longer be found in the girl's sexual organ because the incident was reported late.

The presence of children in rallies did not sit well, too, with Cebu Provincial Board Member Agnes Magpale, chairperson of the committee on women and children.
"Children have the freedom to express their opinion, but in this case, they don't know what's going on," she said during the Tapok-Tapok sa Kia yesterday.
Rep. Nerissa Soon-Ruiz (Cebu, 6th district) agreed, saying that children are used as shields by parents against the authorities.
She explained that if parents really want their children to get involved, the best way is to educate them about it and the best place is in the classrooms.
