National Co-ordinator of the NYEP, Abuga Pele
It has emerged that some district co-ordinators of the National Youth Employment Programme (NYEP)?are illegally recruiting unemployed people into the programme. Two such co-ordinators in the Ashanti and Central Regions have been dismissed while another is on suspension, for the various roles they played in ensuring the recruitment of some youth into the programme without due process. The National Co-ordinator of the NYEP, Mr Abuga Pele, who is worried about the development, told graphic.com.gh that a taskforce of 200 people was illegally set up in the Kumasi Metropolitan Assembly in the name of the NYEP. He said investigation of the issue, accounted for the dismissal of the Deputy Ashanti Regional Co-ordinator of the programme. In the recent past, some co-ordinators were reported to have indulged in the sale of NYEP forms to applicants, a crime punishable by law for the fact that the forms are the property of the Government of Ghana and thus, not for sale. Mr Pele served notice that any officer of the programme engaged in acts that had the tendency to compromise the credibility of the programme would be dealt with according to law, stressing that the NYEP was the flagship programme of the government designed to reduce unemployment among the youth. He suspected that some youth who had threatened to hit the streets in protest against the delay in the payment of their allowances, were probably, not genuine beneficiaries of the programme and therefore called on such people to personally hold those who recruited them responsible for their allowances. Mr Pele said the exit plan is being implemented to ensure that beneficiaries leaving the programme after the two-year mandatory service are supported to obtain permanent employment or pursue further education.

The World Bank under a Youth Enterprise Development Project (YEDP), is supporting the National Youth Employment Programme (NYEP) with 65 million US dollars to help to train the youth in entrepreneurial skills that would enable them to set up businesses of their own. Mr. Abuga Pele, National Coordinator of the NYEP, announced this in Tamale on Saturday at an induction workshop on the programme for some selected youths from the Northern, Upper East and Upper West regions, who would be responsible for the implementation of the project in their various districts. He said the project, which covered a five-year period sought to identify the potential and comparative advantage of every district in a particular business enterprise and to assist the youth to develop their skills in those areas. He said the project would also help to address the unemployment needs of the youth for sustainable employment as it would shift emphasis from putting the youth on the Government payroll which was already overburdened. Mr. Pele said for instance the government pays over GH¢3.4 million to the about 100,000 beneficiaries under the NYEP, a situation which he described as unsustainable.

Ghana News - GYEEDA rot: Abuga Pele, one other charged with causing financial loss GYEEDA rot: Abuga Pele, one other charged with causing financial loss Abuga Pele A former National Coordinator of the Ghana Youth Employment and Entrepreneurial Development Agency, Abuga Pele has been charged with willfully causing financial loss to the state, misapplication of public funds and aiding and abetting crime. Mr. Abuga Pele and the Chief Executive of Goodwill International Group (GIG), Philip Akpeena Assibit, appeared before the Financial Court in Accra to answer a total of 19 charges for their roles in the GYEEDA scandal uncovered by JOY NEWS. Making the case of the state before the court presided over by Justice Afia Serwah Asare-Botwe, a Principal State Attorney, Mrs Evelyn Keelson, said Mr. Abuga Pele without authorization signed a Memorandum of Understanding with the GIG on behalf of GYEEDA. "The parties agreed to combine their labour, properties and skills for the purpose of engaging in resource mobilization, investor sourcing, management consulting, capacity building, career development and training services among others," she stated. The State Attorney told the court that Mr. Assibit's claims were false but were justified by Mr. Abuga Pele. Mr. Thaddeus Sory, lawyer for Mr Pele, said the changes were not borne by the true facts of the matter. The two accused were granted bail under separate conditions - Mr. Pele on self-recognisance bail and Mr. Assibit on two million Ghana cedis bail bond with four sureties; two to be justified.
