Macasandig Barangay Chairman Aaron Neri, who also conceded that the practice is illegal, admitted this Thursday.But Neri said the barangay has "pressing basic needs" that require the infusion of more funds, prompting the barangay to issue its own receipts--instead of the official receipts issued by the city.This way, the collections, which are derived from cedula payments and other barangay-run enterprises, go solely to the barangay to fund its operations, said Neri.While admitting its illegal, Neri defended the practice, saying all collections were accounted for. He also admitted that the barangay council has not sanctioned the use of unofficial receipts.Politics, he said, maybe behind the "controversy" hounding his barangay. Neri is up for reelection in the barangay elections this October.
