Balukoff again called on Otter to make public all records pertaining to the CCA case, a request to which the governor has yet to respond. Otter to immediately release to the public and the media all records pertaining to the CCA case," Balukoff said. But as reported recently in a news story, while the state could still pursue criminal charges against CCA, under the settlement agreement, the state could not seek damages for "what could be millions of dollars that CCA stole from Idaho taxpayers," Balukoff said. If the FBI finds that CCA defrauded the state of millions of dollars, the state will not be able to pursue CCA for civil damages," Balukoff said today. "He abandoned his responsibilities as governor and now he's hiding behind his staff. Gov. Otter can't recuse himself just because he took campaign contributions from this corporation. He still has to be the governor." "It's now very clear: His deal with CCA put the interests of this big campaign donor of his ahead of the interests of the people of Idaho," Balukoff said. "Gov. Otter has said several times that he had nothing to do with the sweetheart deal cut with his campaign donor, CCA, that let the company off the hook for only $1 million when it's possible CCA defrauded the state for many millions," Balukoff said. "The voters of Idaho are seeing the true face of Butch Otter, and discovering that he has become just another politician who's beholden to his big campaign donors at the expense of the people he's supposed to defend as governor," Balukoff said. "Gov. Otter has bungled this debacle badly, and now there's very good reason to suspect criminal wrongdoing at some level in state government," Balukoff added. "We learned today that the company that accuses the Otter administration of illegally awarding that $60 million contract to an Otter campaign supporter wants to settle its lawsuit against the state for $17.4 million," Balukoff said. "And we also learned that state officials are involved in backroom negotiations with that company to settle this case and keep everything secret." "Gov. Otter's incompetence in his role as guardian of taxpayer dollars is shocking," Balukoff said. Otter unfit for a third term in office," Balukoff said. "The most disturbing new revelation may be that Otter administration officials are involved in negotiations with this company to keep details of what happened in this deal secret," Balukoff said. Balukoff also criticized the governor for hiring an outside law firm to handle this lawsuit for the state instead of using the attorney general's staff. The legal bill alone for this case has already run to $762,952 since 2010. Balukoff calls for an independent investigation into the questionable actions surrounding Gov. C.L. "Butch" Otter's agency heads and Corrections Corporation of America (CCA). Balukoff said an independent investigation is the only way for Idaho's government to win back the public's trust. "The governor has lost the trust of the public by bungling the state's private prison contract," Balukoff said. "We need to trust that the governor wants every public tax dollar accounted for and that the affair with CCA has been fully investigated." For the past year, whether intentionally or not, the governor and his managers have misled the public and even the courts to believe that they were working to discover the extent to which CCA overbilled Idaho taxpayers - no such investigation ever happened. Balukoff, a former certified public accountant, believes that the only way to conduct a thorough investigation of the matter is to engage an independent third party, one that does not report to the governor. Balukoff decided to run after watching current Idaho politicians starve Idaho's public education system, which has fallen to 50th in the nation in the amount we invest in our students. The results have been disastrous: Idaho students are 47th in going on to higher education and only 5 of Idaho's 70 largest high schools have over half their graduates prepared for college. These same state politicians have also created an economic climate that now has Idaho leading the nation in the percentage of workers earning minimum wage. As a businessman and community leader, Balukoff believes that 20 years of one-party rule has created a pay-to-play culture in Idaho government and has led to poor policies that harm the state's economy.
