Biography

Justin Connor is an American trained and licensed attorney, admitted in New York, Massachusetts and the District of Columbia.

Justin is Director of Legal and Regulatory Affairs at Emirates International Telecommunications, a Dubai Holding company. Previously, Justin was Senior Lawyer and headed the Telecom practice Al Tamimi & Company, the largest national law firm in the Dubai, UAE. Before joining Al Tamimi, Justin was Senior Attorney at the U.S. Federal Communications Commission in Washington DC where he drafted laws, regulation and policies on the domestic regulation of telecommunications, reviewed significant international mergers and acquisitions, prepared Congressional testimony and advised the FCC on international trade/WTO matters.

In 2004, Justin was awarded a Fulbright fellowship to teach at La Sagesse University Faculty of Law in Beirut, Lebanon and his work focused on the process of telecommunications liberalization and reform in the Middle East.

Before joining the FCC, Justin practiced law in the Litigation Department of the international law firm of Heller Ehrman White & McAuliffe LLP in Washington DC. Whilst in law school, Justin also clerked for a Federal appeals court judge and worked at the law firms of Mintz Levin Cohn Ferris Glovsky and Popeo, P.C. in Boston and Shea & Gardner in Washington, D.C.
