“Your guidance and direction concerning these matters has greatly helped me in my efforts to manage the General Services Office. Your advice has guided me through many issues the concern the Local Employee Staff (LES) and their interest in gaining understanding of the Department of State employment systems. With discretion and finesse you helped me show the LES what their responsibilities to the United States Liaison Office (USLO) are in light of our growing and changing image. That in turn leads to a better operation.
I was owed by your knowledge and even handed practices in the support of this Mission and its goals. Your loyalty to the United States, this diplomatic Mission and the people who serve in it, is nothing less than impressive. I believe that the success of this United States Mission here in Libya will be attributed to the good Americans and Libyans of USLO. You rank high among those who work with perseverance in all fields of diplomacy and the practical issues of management support within the USLO.
It is my good fortune to meet and work with a professional such as yourself.
